Normally I was say buy plastic bins but in this of budgeting
Go to your local store and ask for some boxes.
Buy some trash bags and get started separating things you want to donate, trash and keep.
I had to do this for a friend of mines
I divided shoes, clothes, items
This may take several weekends but slowly the organization will come together.
Now, pick a neutral or complimentary color palette for the walls, paint cost about $25 – $35 per room.
If the carpets are outdated. Order a neutral remnant from your local home store, the labor can be costly so if you pullup the carpet pad and carpet and do that labor, the cost is cut significantly.
Next, bathroom
Update your fixtures
Get new lighting
Buy a new clear shower curtain.
Bedroom
Buy new bedding – a duvet is a great way to change the design without too much expense
Buy matching lamps in silver or pewter/or black
Living room,
Use slip covers to neutralize
Buy pillows that are complimentary and add a pinch of color with that neutral paint.
Dinning room
and Kitchen
Remove all the clutter and put it away all those extras. If you have to give away can goods that you have excesses of to make room for counter top clutter.
Good luck!

paint will cover a multitude of sins and give a fresh look. Go for a satin enamel paint-if you have damaged or flawed walls. Semi gloss if you have perfect walls. Please do not forget to prime or you will have a mess. Or try changing curtains, throw blankets or scatter rugs. All can be purchased relatively cheap at the dollar store.
