First you should go through and chuck out all the stuff you don’t need or want.

Then your options are pretty varied…if you are creative and somewhat handy, you could try to make your own shelving out of boards and something to stack them with, like clay or ceramic tubes, or even bricks, and painting them however you want. You should be able to find all that stuff at places like Home Depot or even a lumberyard. Then you can make the shelves different heights, lengths, and widths depending upon what you will be storing in them. You can use milk crates, plastic shoe boxes, or any other kind of storage tubs to put your stuff into.

Wal-mart has the most cheapest and useful organizing tools (in the laundry section), but you should first clean up your closet that way You can buy stuff you really need and save yourself a little money.

Start off by getting 3 large boxes. line them up, First one is for stuff you want to keep, second is for stuff you want to get rid of and third is for stuff you’re not sure at the moment so you want to look at it later. this is a HUGE time saver because you wont be making piles and then getting confused (like: which one was the one i wanted to get rid of?).

Second: try to empty your whole closets by dividing all your stuff, this way you will see the space you will be working with. Use one closet for clothes only and the other one for shoes and extra stuff you have.
Try getting different colored hangers and choose one color for sweaters, another one for shirts and other divisions you want to make, and try to always have the white ones together, the pink ones together etc, this way if one day you are looking for a certain sweater you will know where to look as opposed to having to go through your whole closet and messing up your clothes.
I don’t know what kind of junk you are referring to but if it’s homework papers and stuff you might want to look through it and throw away anything you don’t need and the ones you will keep you can put them into a 3-inch binder and keep it neat somewhere else.
now for drawers; as i mentioned before wal-mart has very good organizing tools but you can also go to yard sales, a re-store (places where they sell used stuff like: wood, toilets, metal, books etc.) or make them yourself with boxes.
    hope this helps!
